Haywood County Armory Facility Shelter Renovation: A Beacon of Resilience

Haywood County has made significant strides in addressing community needs by renovating the Clyde National Guard Armory Facility. With funding from the NC Department of Commerce Rural Economic Development Division (REDD) through the Community Development Block Grant (CDBG) program, the County has transformed a vacant building into a vital resource for emergency management and community support.

McGill’s Role in the Transformation

McGill is proud to have partnered with Haywood County on this impactful project, providing expertise in grant development and administration, planning, engineering, and design to ensure the facility meets modern standards and community expectations. The renovation aligns with McGill’s commitment to fostering resilient and thriving communities by repurposing existing infrastructure to serve critical needs.

A Timeline of Progress

In 2020, Haywood County secured an initial $705,968 in CDBG-CV funding, with $531,300 earmarked for Armory renovations. Over three years, this funding facilitated major improvements:

·        Asbestos and lead paint abatement.

·        Upgrades to bathrooms, showers, and the kitchen.

·        Roof repairs and window replacements.

·        Installation of a generator system to ensure uninterrupted operation.

These renovations were put to immediate use when Hurricane Helene struck Western North Carolina, providing shelter, food, and care for families and pets. The facility’s readiness during this crisis underscores its importance as a community asset.

Expanding the Vision

In 2024, Haywood County received additional CDBG funding of $2,204,683 and $454,618, enabling further enhancements:

·        Installation of heating and air conditioning units in the lower level.

·        Interior and exterior painting.

·        ADA-compliant and child safety rail installations.

·        Shower retrofits and a new fiber optic system.

·        Comprehensive site work, including erosion control, grading, and paving.

·        Security upgrades and dry EMS storage units.

The County also committed $75,000 in matching funds to support the early phases of the project, exemplifying its dedication to the community’s well-being.
